Apex Packet Loss on ranked Xbox series X

I have moved my router to various coaxial cable outlets, changed cables for both the router and ethernet cord. When i test connection speed I see 1GB downloads. However when I go to play apex I have packet loss over 80 seemingly every game. I don’t understand what the issue could be.
