I can understand wanting to make sure you've earned everything on the account, but I'm afraid we aren't able to re-lock legends, sorry.
We have had various events in the past that allowed certain legends to be unlocked via challenges, so it's likely that's what took place here if you don't recall ever using tokens/coins for the unlock.
If he's available, feel free to use him (or not) as you wish, thanks!
Ok, thanks for your help. So, the only way to re-lock him I'm assuming is to start a new account, and just re-unlock everything except him within the new account? Just asking. Thanks for your help regardless.
I know it probably seems dumb, I just want everything on my account to be earned the right way. No big deal I guess.

I'm pretty particular with earning everything myself on my own accounts, perfectly understandable.
As far as re-locking, right, afraid so. Once a legend is unlocked, they'd be permanently available on that particular EA account.
You'd need to use a different EA account that hasn't had him unlocked if you're wanting to do that manually, though again keep in mind this may have happened as you completed certain challenges in the past, depending on when this happened.
AWizard85 As mentioned by EA_Mako, once unlocked, the legend cannot be relocked.

AWizard85 If you were playing Apex about 4 years ago during February, there was a login reward event that automatically unlocked Octane, (Feb 8 - 15, 2022), Wattson, (Feb 15 - 22, 2022), and Valkyrie, (Feb 22 - Mar 1, 2022).
As such, you may had gotten Octane during one of these events.

AWizard85 What you can do is earn the required Legend Tokens and pretend you had used them to unlock Octane, (as the only difference in this case would be that the Legend Tokens aren't spent).
