@Phantom65x Got mine to finally work by doing a fresh reinstall of windows ( I KNOW ALL THIS TO FIX ONE GAME, depends how much you want to play again bro), I followed this fantastically detailed reply on steam from Shodan:
Don't you see how many things you've tried and none of them worked? Do the best possible thing you can do and freshly install Windows, but do it the proper way. This is something I do every once in a while even though I never have any issues that might require me to do so.
Once you have backed up all your data which isn't being automatically backed up to cloud services (you can back that up too just in case, if it's really important), prepare an empty USB memory stick, get a Windows 10 installation on the link below and follow the steps there:
https://www.microsoft.com/en-us/software-download/windows10When that's done, don't reinstall Windows immediately, make sure you didn't forget about any data to back up, spend a lot of time thinking what you might have on your PC and search it to remember more easily. You can easily overlook something, so be careful and don't rush.
Anyway, when you're ready, turn off and unplug your PC, then just in case, remove the CMOS battery from the motherboard, wait 5 minutes and put it back in or just put a new one if the battery is like 8 years old as it was in my case. This will reset BIOS settings to their default values to ensure there's nothing wrong in there. Then, after you turn the PC back on, you'll see a prompt for getting into boot menu while it's booting up, it could be something like F11, F12 or the Delete key, just see what it says and press it. In boot menu, select your USB stick that the installation is on (you might see 2 listings for the same USB stick, just pick the one that says UEFI), then the installation will begin. When you get to the screen with partitions, delete every single one of them. Yes, delete. And then after they're all deleted, select a drive to install Windows on. I have a somewhat small SSD for Windows and programs like Firefox and Steam and a huge HDD for only for games. Then, just wait for it to install and that's it.
Before anything else, download GPU drivers. I think it was a Nvidia GPU, in that case go here and find the latest drivers for your GPU:

When it's done, restart the PC, then download Steam and the game. Then, after you test the game with this minimal, fresh Windows installation with zero non-essential third-party stuff, do everything else.
