Didn't get Strange Fragments from loot box

I bought all loot box for the buster sword package. It should contain 20 strange fragments. The UI says already owned, but my balance is still 0. Cannot purchase the color for my sword....

Already created ticket in support, but support ask me to create article here. Not sure if this helps.
