Everything on the list under filter name is from WIndows except eaanticheat if you have same problem as me you won't see eaanticheat and will have some other service form different application in my case it was Faceit and I deleted Faceit anticheat and now it works

Open the game and let it crash than open event viewer under windows logs check system and look for error that happened when game tried to launch I had error EAAntiCheatService error 87 it could appear under application or system if it is there for you likely same issue of some random app blocking the download of EAanticheat as in image kernel driver is not downloaded. best you can try now is get PC in an enviroment as close to mine as possible to fix the issue so.

Some Antivirus apps could and will mess with game files and will break the game ex. I used to have bitdefender and it crashed my pc prior to Javeline anticheat so delete any antivirus that is not from windows.
and I had Tamper Protection under off on Virus and threat protection settings on windows.
Also I turned on Memory Integrity on which could have helped as well
