Hello, I tried 3 days per row, even early morning, lunch time, afternoon, late night but still I having issues to start a case.
I also tried an incognito window as a guest, but still I cannot make cases either.
Are you getting the exact same error? This might be a long shot, but it could be an issue with your browser, especially if you're getting the same thing without logging in. Do you have any others you can use?

Hello, Sorry for the late reply,
I am using Chrome only and it is still having exact same error. I also tried with Microsoft Edge just in case, but I still have the same error. Is there any solution or email address to send my appeal directly?

There isn't a direct email address unfortunately. It's odd that even with different browsers and incognito tabs you're still getting the same errors. My last idea is to try to reach out to a live support advisor and have them raise a dispute on your behalf, which isn't ideal, but hopefully it won't give you that same error again. If you pick a different issue category you should have an option, but let me know if that causes problems too.

The online customer service is completely unreachable, tried many methods
still shows (this issue is not supported by a consultant)
