I was a PlayStaytion main and have moved to Pc. I have linked my psn account. How do I get the prompt for cross save and get all my characters and cosmetics?

Progress is stored on the EA account level, not on individual platforms like PlayStation, Xbox, Steam, etc. This means if you link your platform to a different EA account, you'll lose access to that progress.
You would need to link your PSN back to its original EA account and use a PC account connected to that EA account instead if you're trying to access your PSN progress while on PC.
It looks like in this case, your current EA account had old PSN progress, but your Steam was just linked here at the end of last year. That would be why you still saw PlayStation content but nothing from Steam.
It appears that you've now unlinked both Steam and PSN from this EA account. If you link Steam back to its original EA account that may restore your Steam content, though there's no guarantee. The PSN content, however, wouldn't be transferred to a different EA account. If you had it on this account originally, you'd need to re-link your PSN to this same EA account.
You cannot transfer content from one EA account to another by linking different platforms or any other means. The only thing that will come of unlinking accounts is lost progress.
