EA will never reveal exactly how the banning process works. However, they use easy anti-cheat so it runs an AI that detects cheating and then it flags that account and IP address. The account then is locked and investigated and if proof of cheating exists that account it then wiped and the IP is stored. So when you come back your IP is recognized by the system as a possible cheater, and watched closely for any reports or any cheats used. It also notifies EA that this IP is active again using another account. So maybe they're investigating your account right now to see if there is any cheating evidence on it. Still, its in their full discretion to just be like "Hmmm this IP was used to cheat in the past so we're just going to get rid of this account so it doesn't happen again. Not taking any chances here."
So, they could be investigating it or they just said nope. No sneaking back in to cheat again. Bye bye.
