Shaders still fully compile on every game boot up despite it being fixed.

I remember reading in the patches notes a bit ago that they fixed an issue with shaders fully recompiling every time some players would start up their game. I did not have this issue before that patch, but I do now. I fully missed out on the second half of last season because I just did not have an extra 20-40 minutes to sit and wait for shaders to load before playing. I am on an AMD graphics card, I play on steam, windows 11 and DX12, and my OS and graphics drivers are perfectly up to date. Yet every time I try to play I have to wait several minutes for shaders to fully recompile. Before this I only ever had to compile shaders once at the start of each season, or once if windows or my drivers needed an update, but since that change was listed in the patch notes (don't remember which ones, sorry) I've had to recompile every time. Is this an issue with my graphics card? Some sort of setting? Something wrong with my OS? Is there a fix for this that I can complete on my end? It is rather tedious and annoying. I haven't been able to play in quite a while because the time it takes to load the shaders is almost half of the amount of time I actually get to allot towards playing. I'm getting some serios FOMO cause the new mode looks like a blast!
