When I try to log into apex on my laptop it forces me to link my existing steam account, it then displays my steam name and steam friends and doesn't display my EA friends, which means I can't access and play with my friends on ps4 and ps5 from my laptop. I have tried this with multiple accounts, even preexisting ones with my cross-platform friends already added onto the account, but same results of not being able to play with them.

That would all be determined by which EA account is linked to your various other platforms. You can confirm connected platforms from this account page.
If you're just seeing your Steam info when logging in on your laptop, that would mean you have at least two separate accounts here, one with Steam and one with your PSN account. You'd need to link each platform to the same account to be able to access the account with your PSN friends and info from your laptop. Do keep in mind if you unlink a platform from its EA account, you will lose access to that progress. It does not transfer from one EA account to another.
We are not able to make any changes to your account status or progress via the forums, but if something was linked or unlinked incorrectly it may be worth contacting support to see if the original platform can be re-linked.
