Textures are loading slow

So this began after patch 3.1. While i am in the menu the legends are not loaded yet, ok, no problem! But when i start playing, the weapons are just glowing effects, for example G-7 is just a flying display. The problem is that most of the weapons have a very $HITTY basic scope. If i cant shoot with it, how am i supposed to shoot without weapon texture at all?!

Is this a local problem, or someone has the same thing?
