About the upper floors of the Empire State Building

It seems there’s a way to get to the third floor or higher of the Empire State Building object, and I think it’s problematic that players and beacons are entering areas that are absolutely inaccessible through normal gameplay.
I’m playing in Japan, so I don’t know if this is spreading through some community or if there are tutorial videos out there, but I’m frequently seeing mysterious sniping and respawns from those upper floors.
Isn’t it a problem that players are forced to die multiple times just to destroy all the buildings after a match starts?
