I 100% agree with you. I’m also someone who occasionally likes to play a game, and preferably offline against bot, mainly because of the lower difficulty level. I’m not at the level of online gamers who spend hours a day playing, and honestly, I don’t want to be. For me gaming should feel like relaxation, not frustration. If it doesn’t, the game will end up in the trash pretty quickly.
And yes, the claim that you can play against bots via Portal is complete nonsense — there are simply no servers available for it.
