They could definitely do this and I don't see why it's a balance thing.
In BR you can be 'finished off' when downed. There's no reason why people have to be 'invincible' when downed.
Though if DICE don't want that in the core game and they are invincible, well of course the player wholly occupied by dragging you is not invincible and if they are killed, you are both out of action, so I fail to see how it's much of a balance issue.
Effectively when someone chooses to drag a downed player, they exchange their main weapon for the dragee's side arm and both move very slowly. Hardly a balance issue.
This answer was given way before BR was released. Maybe even during the beta. I don't know the technicality behind all that.
Honestly, While I like the idea of being able to pull out the pistol while being dragged, I don't like the idea of adding the "finishing" into the main game. With the abundance of explosives and other area of effects, it is already common enough to be revived and instantly dying to a nearby grenade (happened to me about 15 minutes ago :P). So if you can be finished, well better give up immediately, and no need of medics anymore.
Plus, considering the current state of secondaries, I don't think it is worth having the downside of being "finishable" for the ability to whip out a pea shooter that can only down distracted enemies.

Yeah I don't disagree, just saying they definitely _could_ do something and they knew they could a long time back - BR has been in development for years and they would know each others' mechanics.
I think there is already balance in how vulnerable dragging makes the dragger. Letting the dragee use a pistol would be fine, but it's all subjective opinion for sure.
