Game play not working correctly

In game I have no display of my weapons, can’t see my mini map, anything I do. I don’t have my chat and won’t let me chat when it’s enable. I have restarted the game, restarted my console. It doesn’t tell me what is  enemy or friendly. What is going on? How to fix this?
