I don't think the suppressors need a velocity decrease on their own. Not only is it completely unrealistic (they would actually increase the velocity) but they're already pretty balanced by both hip fire loss (you could argue this could maybe be ramped up) and point cost, especially the 30 points to negate the hip fire penalty.
You could totally make them louder, though, I don't think that's a bad change and it lets people use the 3D sound more, if they don't appear on map. New level of skill expression.
The idea behind them having slightly less velocity is kind of trying to make a " middle ground " between completely unsuppressed and fully suppressed as it were, even if it's rather unrealistic..
With sonic rounds suppressors don't really do anything to dampen the sound, but they do dampen the sound in-game when they shouldn't.
So as a halfway, lets say when you rock a suppressor, all rounds automatically have a different grain, as to be not be full power/max velocity but not a proper subsonic. With less expanding gases and a slightly lower velocity round, the suppressor would have a marginally better chance at doing " something. "
This is where my they have 15% less velocity whilst still being quieter than unsuppressed fits in.
Otherwise if they do absolutely nothing to quieten your weapon with standard rounds, i can't see people really using them without anything else other than subsonics. Which while realistic, people will complain being restricted in such a maner.
At the very least though Suppressor + non subsonics should be much louder when compared to suppressor + subsonics than they currently are.
