They don't care, they lied, took your money and got "big sales" then took the marketed sales product they sold you so they can make "profit go up". This is the end result of all Capitalism. They hate the fact that consumers can get EXP quickly because the "grind" is their profit. They think its more incentive to keep playing if they squeeze you like a doll.
Ask for a refund if you bought on Steam, as the steam policy dictates you can refund no matter how many hours you have if a dev lies like this for sales. You could also try charging back via your bank but EA will probably ban you for that unfortunately.
I'm still going to play on my servers. I'm still going to enjoy the time with my friends. I just won't get to progress. I have loved Battlefield for years, it's not going to change things now. However, they could also have implemented the same restrictions they did for 2042 where it was limited progression. I don't really care about mastering all the weapons, but I would love to unlock my scopes and sights. However, I can make the scopes I have work.
