Offical Portal Modes without Bots should be 8 Players to Start!

If you have a Server with Bots its 8 Players to start and it fills with 12 bots Making it 20. Why can't we have 8 Players start a Match without bots and allow the server to populate naturally with out bots. 20 player start with no bots is impossible to accomplish and its not full XP! It  should be 8 to start across the board.
