Turns out the 30hz Portal servers is actually a bug according to the Lead Producer for Battlefield 6. Verified Modes in Portal are not running at 60hz tick rate. | EA Forums - 12796361 

The matchmaking problem continued throughout the weekend, with lobbies continuously being split apart. I tried the 30hz Portal server that was running, and it was an absolutely awful experience, hit reg issues, dying around corners. I would rather play against bots at 60hz than deal with that.
