Bots ruining matches

I've been encountering a problem where servers get filled with bots ... it seems as if one team has full team of real players with a couple bots.... and the team I get placed on has 5 real players with the rest being bots .... this is runing players experience and stats and being unfairly placed ... I dont want to be on a team of mainly bots ... 2 is fine ... 20 is not ... if the match doesn't have the population to support then the match should not start ... if I go to match making I should not be thrown into a game where im automatically on the bot dominate team. Also I do not want to be put on a team where people back out ... there should be penalty for backing out to early .... also they have to fix servers ... there is too many ... and allowing people to make there own servers is really messing up. Screwing stats completely. Because people are just going to take advantage when they are able.
