I would try and clean install driver version 566.36. That's the one that fixed all my issues with my rtx 4080 Super.
I would reset all those to default instead:
- TdrDelay registry keys set (TdrDelay = 10, TdrDdiDelay = 20)
- Launch options added to force DX11 and cap FPS:
- RenderDevice.Dx12Enable 0
- GameTime.MaxVariableFps 90 -nojoy -fullscreen
