Thanks for taking the time to share all the troubleshooting steps you've tried so far.
If you haven't already, please give the following steps a go:
- Close background applications
- Use Revo's free Uninstaller to find and delete the EA App if applicable. If it can't locate the EA App, please use CCleaner to clean up EA-related file entries after deleting the EA Desktop folder in C:\Program Files\Electronic Arts
- Restart your device
- Try downloading the EA App from ea.com using Chrome or a different browser than the one you've been using.
It'd also be worth double-checking if all VC Redistributables have been downloaded from Microsoft's website, with an emphasis on these versions.
