Shadow IP banned? (Or just blocked?)

I have been playing games from EA for a long time (battlefields and cnc only). I wanted to return to gaming on battlefiled 2042 and i saw that my download was limited at 5mb/s. When i try to open any page hosted by EA, it loads very slowly. First i thought, my isp was blocking conneciton to EA but i remembered i have acces to all settings and its not ISP issue (unsure). I tried connecting mobile internet and it works like nothing happend. I do not know why (maybe because i have static ip (i host other game servers))but my home ip was unable to use EA, and beacause of the 5mb/s limit, i couldnt play any battlefield game (connection speed error). Only bans i know of are the Battlefield 4 community server ban (forgot the reason (deffinitely not cheating))which should not affect any games/servers that not running the plugin. I couldnt find anytihng similar to this anywhere else. I want to be able to play battlefield without connecting my mobile.

-note: starting any download (stopped or fresh) will start at 15/20 mb/s but reduce to 5mb/s gradualy and stay there, any EA hosted sites (offical ea site)are loading very slowly, EA app is loading very slowly (Have to close and open it 3 times so it loads all icons)
