Its kinda like buying a car and not having a license to drive. Yes you can still buy the car and just because you cannot drive it yet does not mean you get a refund.

I have a life and a pretty good one at that, with lots of flexibility and free time. You don't have to worry about that.
Pretty bad comparison. Driving a car (on public roads) underage has risks that affect other people. Playing a game online, with his brothers or dad, in their home - doesn't carry those risks. Kind of like I have 20 acres, and I let my 12 year old drive my car on our own private road -- we're allowed to.
