Change Accounts on Connected Apps

Hello,
Why are the connected apps permanent to one account forever. Did they think maybe someone changed regions? What if they no longer play on PS or switched to XBOX? What if their account got hacked and needs to create a new one?
Anyone was able to figure out how?
