Help transfer market still not granted

Hello there I am writing this message on behalf of my friend who doesn’t understand English and new to this world, I convinced him to buy the game so as to play ultimate team all together, however he still did not have access to transfer market although he started playing in all modes two months ago. I think there is a mistake with this. As all you know playing  without having access especially at the moment when all players he is facing are having super cards and he still having only gold and TOTW cards, my question here is how can he solve this please tell me,  can EA forum moderators and admins solve this.
