Idea for realistic transfers

Give players and clubs reputation based on how highly rated they are for example

Man City 5 stars they can sign any player due to having a high reputation 

whereas Bournemouth maybe 3 or 3.5 stars and they can only sign certain players because of their small reputation 

Ratings can also be considered for example 

40-63 rated are 1 star

64-74 are 2 stars

75-82 are 3 stars

83-88 are 4 stars

89+ is 5 stars

this all depends on the clubs history of trophies and it can increase when they win trophies and players reputation increases when their overall goes up

You could also change it to 10 stars instead to widen the variety which would probably be a lot better and this is my idea of making transfers realistic
