10 Fps problem.

When I open fc 26 I get 10 fps in menus and games. Ive looked up on youtube. Changed settings to low,  updating drivers, turning v sync on, optimizing game, changing other settings and so on. Im gonna put a dxdiag file here for the fc devs. Also ive been getting alot of stutters and game crashes too.
