EA FC 26 - FPS locked to 120/144 FPS despite 240HZ setup

 I am playing FC26 on Steam (PC) on a 240HZ setup with GSync + VSync + Ultra Low Latency Mode. The game was running well (except for some moments) at launch, but I decided to change my Graphics from Medium to Low to test it out, but didn't like it how it looked. Changed back to Medium preset and my game got locked to 144fps, sometimes to 160 fps or 120fps which is extremely strange as I am not touching nothing connected to FC setting or graphics setting. When I go to the main menu I get 118 FPS and when I go to  Settings tab I instantly get the 240FPS which again is extremely strange. In game my fps is around 120 and it is extremely laggy. The only playable way is to uncap every FPS setting and to play with GSync, but no VSync, but this way in the menus I get 100% GPU usage and I feel like my GPU will explode and I can't limit the FPS in game as my setting is set to Unlimited

Troubleshooting:
- all latest Nvidia and Windows drivers are installed
- verify integrity of the files in Steam
- deleted the settings folder in %appdatalocal% - restarted PC multiple times
- reinstall the game 3 times + EA app - reverted the Nvidia Control Settings to default
- tried to turn off GSync and VSync but same FPS problem
- system restore to yesterday (as it was working well) Nothing helps, in my opinion the game is importing some cloud saves because my Controller settings are always the same (not default) even after deleting all files and reinstalling the game.
- tried ipconfig/flushdns + ipconfig /registerdns + ipconfig /release + ipconfig /renew + netsh winsock reset
- tried to turn off Cloud saving and to run the game in offline mode just in case that Cloud settings are corrupted but same issue
