Game in Slowmotion

Rtx 4050, i7 13th gen, 32gb RAM and am experiencing slowmotion in every gameplay, menus are smooth and i am on 200 fps, as soon as the game starts, the highest fps i have the heavier the slowmotion, on 240hz and 240fps it feels like the game is on 0.1x speed, on 60hz and 60 fps it feels less slow but still on 0.5x speed, completely unplayable, the only game every year that comes with these kinds of problems. You have a WHOLE YEAR TO DEVELOP A NEW GAME. DO BETTER!! 

And please fix this issue.
