How am ı supposed to win this game with 20 fps and input lag?

Couple of issues there TengriciBuka but the account ones are the ones most worrying.
Can you create a new Windows admin account and test the game there and let me know if it is any different.

When launching the game are you ensuring that you are using the dedicated GPU and not the integrated one?
