The 15% is just the floor, it doesn't add to your tenacity value... which makes tenacity mods even more worthless.
If your opponent has 50% potency for example, everything from 0% tenacity all the way up to 65% tenacity gives you the same 15% resist chance...
all in all it really doesn't matter. IMO unless you are able to have tenacity 2x attacker potency tenacity mods are pretty much worthless.
True, which is virtually impossible against most of the effective debuffers.- TL;DR: Tenacity is useless, 50%-ish potency is generally plenty to perform adequately in Arena.
I had my GK tenacity over 95%, but still suffered nearly EVERY negative status effect thrown at me. Of course on offense, characters never seem to resist while defending units almost indefinitely seem to resist everything thrown at them. Just like when you're controlling an Evasion team, you never dodge, while the opponent will dodge 59 times in a row. I've since remodded my GK and removed most of his tenacity in favor of nearly 15K more protection and a lot more health/CC. - scuba759 years agoLegend

Yes, tenacity mods are pretty worthless and should get a small buff, but at the same time, if you could just load tenacity mods on toons and have them resist all debuffs, the game would be insanely boring. Most of the best combinations and strategy are based on debuffs and the game is certainly slanted to having attackers win more than defenders. It's arguable, but both of those are good things that make the game more fun in my opinion.
Agree for the most part.
Will say you should be able to stack tenacity to actually have a good effect but at the loss of something else. This would prevent everyone from just loading up tenacity on everyone. - Tenacity mods are decent for raids, but only when under a Tenacity leader that gives an ancillary bonus you want. I modded my Jedi p1 team for tenacity back before I got into hAAT, and they still do alright for me.
