They are already doing this. New players have a lot more access to events and rewards that were never available before.
Marquee events are a reward for being an active player at that time, they are not a "farming location", they are a one way street to release.
The game is all about pacing and in almost every aspect of the game you are competing with people at your level, you dont need to catch up to anyone else.
This idea would also devalue $$. You want to get ahead faster there is a solution for that $$.
