- Maybe add a new passive to him.
Unstoppable:
Whenever Vader finishes an enemy (or an ally is defeated), he becomes immune to Debuffs for 2 rounds.
Can't be stunned, blinded, dazed, shocked, slowed, moved, touched, stopped, rocked etc for the duration.
All damage taken is reduced by 50 % for the duration.
Can't be touched, can't be stopped, can't be moved, can't be rocked.

So...basically get tenacity up and a defense boost when someone gets defeated?- All he really needs is about 3x power on his basic, that would bring him up from "sucks" to "average"

When you say it like that, it just sounds... so lame.- Here's my entirely serious suggestion:
Passive 1 - 'Straight Ballin' - Vader rolls up to battle two turns late, but none of you are gonna say anything about it, are you? No, you're too afraid to do that.
During his excellent entrance, his shuttle crushes 4 enemies and 2 allies, reducing them to 1% health and putting every single debuff in the game on them. Even the freaky ones the devs probably use that do crazy stuff like making them instantly die or act out every one of their animations.
Passive 2 - 'Meta? I Just Finished Scraping It Off My Boots!' - GK took Vader's favourite leg and his slightly less favourite leg, so he instantly dies. It's justice, okay?
Also, Luke loses his hand when Vader appears, and his abilities get replaced by 1 that just lets him shout 'nooooo!', doing no damage but slightly annoying Vader.
And Rey dies too because Vader doesn't want that lady making moves on his favourite grandson, Ben Swolo. - If nothing else his basic needs to do way more damage. He's a Sith lord, mowed down crowds of enemies in the movies, yet is WAY less powerful on basic than CLS and both versions of Rey who aren't even Jedi?
Come on now some things in this game make zero sense. People have been crying for things to match up more with the Star Wars universe ever since the game started yet they're still making bone-headed decisions when it comes to character abilities. - Unstoppable. (Passive)
Whenever an enemy or an ally is defeated all his debuffs are removed and Vader becomes Unstoppable, immune to all debuffs and take only 30 % of damage for 2 rounds.
If Vader himself finished an enemy, he also recovers 50 % health and protection.
If the enemy defeated was a Rebel, Vader also gets Offense Up and Speed Up for 2 rounds and all his cooldowns are refreshed.
