Did CG really break their promise regarding gear changes?

So some guy goes to the Star Wars convention and asks CG when are you going to implement the other changes to gear economy as promised. A CG representative replies 'We have.' Then the convention...

Seems they agree somewhat considering theyve stated they will be finishing gear phase 1 changes and announcing gear phase 2 changes
