In that case everything works according to the wording of the skill descriptions.
The bug list mentions StHan's 'draw fire' while he's affected by shock. I'm not sure what exactly it refers to.
Shock includes buff immunity.
Why this is a bug no matter how you want to look at.
As you said QGJ, or any dispeller, can dispel the taunt and the TM give stops. Well guess what if STH is shocked or has buff immunity on him and tries to taunt you can't later dispel the TM give. So one way or another it is broke
Either dispel should not stop the TM give or Shock/Buff immunity should stop the TM give.
