Galactic Legends - Mastery

This might be some of the scariest info on this game ever!
If I read this correctly, then the Mastery stat modifications are so big, that they can cancel a stat 100%! That is insane! :o
The Mastery Stat seems to work something like this. Example: Let's take an Agility Attacker with 100% CD and apply a Mastery stat = M= 0,5:
Effect = E = (M * CD) + CD = (0,5 * 100%) + 100% = 150% CD.
That seems plausible. Good, but within reason
But if an effect can lower the health of a character though the Mastery Stat, then it's value must be negative.
E = (-0,5 * 100%) + 100% = 50% CD
That also seem plausible in this example, but consider what they say about the heath:
E = (-1 * ) + = 0 health (which is then "only" lowered to 1 health, yay...).
Tell me I'm wrong. Or at least tell me the Mastery Stat changes only happen slowly over many, many turns.
(The stat and it's effect can be calculated in a number of ways, but I believe it all ends up being the same - madness!) ;)
