Yep. Potency technically has a +15% added to it, opponent will always need 15% less potency then you to get the same effect as an equal value.
And if what I have heard is true most characters get more potency from gear than they get tenacity, leaving tenacity even further in the hole.
Yeah, that sounds about right. Never seen a natural tenacity higher then potency on any toon.

In your example it would be a 15% chance to resist the effect. Or vader would have an 85% chance to land the effect.

Yes, 99% at least.- What if I said I was tired of my character getting debuffed all the time, so I swapped his Potency primary for a Tenacity Primary and he's now resisting more than he's debuffed. The downside is he'll be having a harder time landing his effects, but still works out for what I want from him.

Yes I run accuracy on B2 and crit avoidance on ashoka. I have heard of others running crit avoidance on shore too.- I put my tenacity mods on my rg, got him up 85%, I see very little resistance to the likes of Boba and tfp. Take into consideration that natural potency is higher for toons than tenacity, I belive tenacity is under powered. It's one reason why speed is key to this game. Tweek tenacity up a little, and you will diversify mods and the game for the better IMO.

Why rg, his skills are nice but seems an odd choice to avoid AB or stun.
I agree I was going to start a thread to brainstorm changes for it, but then all the qol stuff came up so I've been avoiding it. It would be nice to make hunting tenacity almost equal to potency. I would love to be able to set up Rex or gk to be almost immune to AB or stun. It's unfortunate not all mods are created equal.
