I doub't other whales like you would be that bothered about 400 crystals when you can spend your way to victory, and it's relativly easy to knock cheats off top spot as their fleet is so crap.

Best place to report a cheater is TCAC discord. To do a check you can also run the /cheating player command on Wookiebot

Is he in your same payout hour?  You may want to contact him in game by looking up his ID on swgoh.gg website.  Most old fleet and arena shards don't have much true competition, the players have worked out pay schedules throughout the day or rotate number 1 weekly if more than one share it.  Battling all day long is not time effective.  Veterans typically only battle the hour before their payout.  Discord is a great place to host a shard chat and work things out. Spending 50 crystals to refresh when you earn that same amount if not spending is a waste of time.  The prestige of having #1 in fleet or arena is not as value reward-wise in game as it was years ago. If I were you I would reach out, he may not know he is being disruptive and thinks being number 1 is significant when it only is for a few minutes a day.

All you can do is report them. CG does ban waves from time to time where they get rid of hundreds of cheaters at a time. They don't generally do one or two bans at a time. Keep reporting and keep knocking this person down during your payout hour. That's all you can do. It's frustrating - but eventually they'll be dealt with. 

Incidentally, the difference between 1st place and 3rd place is only 50 crystals. If you're really spending as much as you claim, I'm not sure why that even pings your radar. Good luck getting your cheater dealt with. 

Says the guy telling people to F off instead of trying to reach a consensus with a modicum of self-control and restraint. Prettyfly already said you might just be getting outplayed, and that's not an impossibility even given the difference in your fleet power. Also, using the total GP of you two as a measure of your FLEET POWER isn't a good way to compare.

If you have tried to report via the in game help, that's basically a hole to nowhere for this sort of thing.

Is there some sort of 'guide to complaining online' thing.   

1. Say you've been playing the game since it began.  
2. Say you spend a lot of money. 
3. Have in depth knowledge of the subject.  "I use Conquest Ezra every day but....". 
4. Pretend to have empathy, but actually be passive aggressive.  "I have a lot of sympathy for players that use Mon-Mothma as their main team, but would anybody with half a mind prioritise farming her in this day and age?"

Dollars **bleep**. I just started the game a week ago and I am at 2 mil GP, this guy's entire GP is 300k, out played? You are being ridiculous. This guy beats every single fleet 250k fleet power above him including everyone else in the arena? You should know better.
