Is Plo Koon any good?

I wish he was, his abilities aren't bad but in my opinion Phasma does everything he does better

Just you be patient and get the Zeta for Maul lead ;) I run Maul zeta and barely get moved though I'm attacked every once in a while, but I think Sidious is a wasted spot on the team unless you are facing a lightning fast QGJ zeta Jedi team

I have him close to maxed and use him often with IGD on my counter team for his dispel. Offense down helps control big damage guys like Wiggs and Lando.

Under Mace in fleets his ship is phenomenal. As for arena, he's the only jedi w/ a dispel on basic, he gives them all tm and defense up and his aoe offense down is very handy. IGD (L), Aayla, Kit, Plo, Bariss w/ zeta. All 5 r tanky and benefit greatly by her zeta.
