Well they are setting the precedent with the Outlander having Rebel and Dash not so it's not out of the question.

I don't think this is leading to a second Rebel Fleet but I do think it is leading up to something big.
Most people seem to be ignoring that Outrider has the Smuggler tag. No other Ship currently has it - not even any of the three Falcons. But what if they later went back and gave it to all three Falcons plus one or two others and then brought out a Capital Ship for Smugglers? Something like a LS rival to the Executor?

New capital gets best ships (assuming you use falcon with new ship and red 5) red 5 scored the “disabling” blow on the Death Star(special ability)
Ackbar with backups would stay then with FO resistance chimera executirtix all missing 1-2 true reinforcements
If the executor counter wasn’t rebel what else would really make sense if you stay true to story line matchups
