Opponent starting with 830 points ,100 more

So I recently ran into my opponent starting with 100 more points than me. I started with 730 and they had 830 . I checked my line up , and I was full and didn't miss anything. The opponent didn't set up , so they had sporadic/ random set up . Not sure if that has anything to do with it. Anyone running into this ? Or know why ?
I will probably when it anyway , but was odd.

    Someone didn't set two fleets.....

    Check your top left territory. It'll say 1/2.

    My opponent did the same 830/730 and they had only one fleet on D.

    Yeah, you didn't set two fleets most likely.
