I agree with you 100%, creating new characters should always add something new and should make people/fans want to get them.

I really think they had a brainstorm session: person a) what do players like in videogames? - person b) what about pirates, those games sell good! - person c) Yeah but doesn't really fit the current theme, maybe next era? - Boss person) i like it, create it and go with it!!! - person a to c) ??????
