I beat tier 2 at lvl 23 target tie pilot first
You can't be lvl 23 without spending money/crystals. In fact, I bought some currency with crystals (never again) and I'm stuck on lvl 19. People who have no crystals to spend in that because they need it for other things are even lvl 6-7. So, if you need to be lvl 23 to beat it, it's a huge problem.
