QGJ is actually the 3rd toon I'm working on for potency.
Im using heroic raid as a measuring stick. QGJ lands tmr on Rancor 100% of time.
That's after the 65% chance of it actually activating in first place.

So back to humbling blow. Please fix the issue of not granting offense up when something is dispelled. Since it can dispel tenacity up potency is not the issue.
