That's your opinion. Judging by this thread there has been no formal comment or intervention from devs, so we can only assume it's not unintended, until someone addresses the issue at least. I can't imagine they will though.
The name "Arena" I thought made it obvious. And what the tutorials in the game said when you unlock and first play arena. Im pretty sure they said something like "arrange your best squads and fight to get higher ranks in arena!". Not "organize with players to maximize gains!".
