I've seen the same thing numerous times. He'll be ability blocked and right as his TM bar fills, his debuffs disappear and he uses The Negotiator. It's not damage from DoTs triggering JMK Savior, as he doesn't have Bonus Protection after it happens. Plus I'll later have to burn through the Savior mechanic on someone else.
