- I guess Teebo lead, QGJ, phasma, bistan plus Tie Fighter PILOT would be a good team. Teebo, Bistan and QGJ for tm reduction. Phasma for slow down and tm boost then TFP for tenacity down to get rid of the need for really high potency
- Bistan's Gunner Tactics special removes turn meter equal to Bistan's Potency. He has 35% potency naturally and then his unique grants him an additional 10% for every Rebel ally and debuffed enemy. Phase 1 of the Tank raid has four enemies so if all of them are debuffed, that's at least an extra 50% Potency (assuming no other Rebels are on your team), bringing his total up to 85% before any mods. Not too shabby. He also has that Frenzy ability that grants him 100% turn meter whenever an ally uses a special. That should give him a lot of turns, which should make up for the 3-turn cooldown on his TMR special.
Teebo's basic attack removes 100% turn meter as long as Teebo is stealthed. Teebo's leader ability provides a 55% chance for him (and any other ally) to stealth for 1 turn at the start of each of their turns. This leader ability does conflict with his special, though. If you use Guerrilla Tactics and his leader ability procs on either of his next two turns, he'll lose his stealth early. But overall, he should be stealthed more often than if he weren't the leader and was relying solely on his special to stealth.
The general idea of the strategy is to constantly remove turn meter from Grievous so that he can't attack. Ideally, you want other characters that remove turn meter with their basic attacks, such as Qui Gon Jinn or Rex, as well as a character that can debuff all enemies. TIE Fighter Pilot fits that role quite nicely since he not only has an AoE debuff, it's an AoE Buff Immunity debuff. Buff Immunity is important against Grievous in order to stop him from gaining Master Tactician after every tenth hit he takes, which will largely negate all of your TMR efforts. TFP also inflicts Tenacity Down with his basic, which will help Teebo and anyone else land their TMR. Bistan probably doesn't need any help since his potency will be through the roof.
Although you'd probably do OK with Qui Gon and Rex rounding out the party, you're likely going to want someone who can apply Speed Down. Fives or Phasma are generally the top candidates for that role. Rex is needed for his ability to cleanse debuffs, which makes Qui Gon the expendable one.
But honestly, if you're really set on using Bistan, I would probably suggest going with Jyn (L), Baze and Chirrut instead of Teebo, Rex and Fives.
As a leader, Jyn grants all rebel allies +35% potency and they recover 5% protection whenever they gain a buff. Enemies suffering debuffs during a Rebel's turn have a 50% chance to be exposed. Her Truncheon Strike special also removes all turn meter, grants that much turn meter to Jyn and only has a 2-turn cooldown. Since she can basically go again immediately afterwards, it's more like a 1-turn cooldown.
Baze is a solid tank who can dispel enemy buffs and pairs well with Chirrut, who can cleanse debuffs, grant Heal over Time and deal some serious damage. They should help tremendously against all the counterattacks and debuffs that you'll have to contend with.
This team also provides three more rebels to feed Bistan's potency and when paired with Jyn's leader ability, brings his total potency up to 150% before mods, assuming you don't actually kill any of the minions. That should be high enough to not even need TFP's Tenacity Down, although I think Jyn might still need it for her TMR.
Of course, Jyn, Baze and Chirrut are all premium toons that very few will have at the 6* or better needed to participate in a tank raid. If you want a more F2P team, Teebo, Rex, Fives/Phasma, TFP and Bistan should be OK but I wouldn't expect it to be quite as effective.
