Where is the Wrecker (Merc) quest for shards?

So in another post about the episode rewards there is a note saying Wrecker shards will be available in a quest? I see now that it's not additional shards it's just 20 shards taken from normal marque...

The quest is there, in Episode Quests. I don't know how if you have been out for a while but it's not possible to have 4 star for free (no money, no crystals) since several months ago.

I would like it very much if you explain me how. Because you have 55 fragments from tier I event + 10 from tier II (3 stars) event = 65 and you need 80 for 4 stars. So, I'm missing something.
