Stacking offense doesn't actually have any bearing on the set, as it will increase crit damage as well. It's essentially a constant that cancels out.
Stacking critical damage does, however; as after a certain amount of crit damage offense sets become better because the gain from the CD set is a relatively smaller amount. But if you have fewer than two sources of crit damage boosts in the game, then you can usually lean towards the CD set unless your crit chance is low.
You nearly always want crit damage on the triangle though, unless you have abysmal or nill crit chance. - crzydroidRetired Hero

Once again, gaining offense from the kit actually doesn't matter for set.
Let's say with no offense boosts your damage is 1.15*O*1.92=2.208*O, vs. 1*O*2.22 = 2.22*O.
If your character stacks up to 150% offense, then
1.15*O*1.5*1.92=3.312*O vs. 1*O*1.5*2.22 = 3.33*O.
The damage is scaled up, but there's no bearing on the choice between sets. These above calculations are oversimplified, because the offense set bonus only multiplies against offense before mods, so the more offense you have from mods, the less total percentage you'll get from the set. Whereas the extra offense from mods DOES multiply against crit damage. So in most cases you are looking at crit chance as the determining factor.
The only in game bonus that would factor into set choice (besides crit chance) is crit damage. But as I said above, once you get enough stacking crit damage, then you want offense because the set provides a lower relative increase.
Ultimately it does come down to what mods you have (and have the most speed), but stacking offense should not be a determining factor, unless that character is giving a portion of their offense to someone else. - 65-70% crit chance is typically the cutoff. - a typical character with no offense stacking stuff etc. I find will do more damage with a CD set than an offense set.
But some characters need an offense set like B1. - This also depends on whether the lead gives a CC bonus or buff. 40% CC behind Finn = 70% total from lead. Nebit, JTR, many others give CC, and then other toons get it from allies. CC on a FO toon is actually kinda silly I think as they all have mechanics that throw up advantage.
What does that mean? CD all day with offense secondaries, and whatever offset you have best - Ok thanks for the advice I have been debating how to mod my GAS and this clears up alot.

Damage is more predictable, and there are A LOT of toons issuing Crit Immunity these days. I find I have more control over a battle when I can more accurately predict DPS
